What do you think - Do you think we should consider this case as an example of scientific misconduct?

The rector of a university opens the new academic year with a speech for the academic community. Sometime after the lecture, a journalist of a national newspaper accuses the rector of having plagiarised the work of others in her speech. Parts of the speech have been copied, word for word, from another rector’s opening speech and from published sources, without acknowledgement. The digital version of the speech (made available for those who could not attend the opening speech) does not provide references for the copied materials either.
